USPA NEWS - School of trust has voted at the Senate hears the concerns of the territories. The Senate adopted, on Tuesday, May 21, 2019, 213 votes in favor, a deeply amended version of the bill for a school of trust, responding to the legitimate concerns expressed by local communities in recent weeks.The Senate has retained the main provision of the text - the reduction to three years of mandatory education, voted unanimously - as well as measures to strengthen the control of family education and reform of training initial teacher.

The Senate adopted, on Tuesday, May 21, 2019, 213 votes in favor, a deeply amended version of the bill for a school of trust, responding to the legitimate concerns expressed by local communities in recent weeks. The Senate has retained the main provision of the text - the reduction to three years of mandatory education, voted unanimously - as well as measures to strengthen the control of family education and reform of training initial teacher. They also endorsed the main contributions of the Committee on Culture, Education and Communication, namely the full compensation for all the municipalities of the new expenses occasioned by the adoption of the draft law, the abolition of the Article 6c on the establishment of local public institutions for the teaching of basic knowledge and the sustainability of kindergartens. As Max Brisson (The Republicans - Pyrénées-Atlantiques), rapporteur, has pointed out, "the work of the commission has taken a resolutely critical and profoundly constructive approach. In particular, they reaffirmed the respect due to the teachers and staff of the school. The committee text has been enriched by the adoption of 60 amendments from all sides of the hemicycle. In particular, the Senate held: to significantly improve the disability aspect of the bill; to include in the code of education the training of future teachers in the mastery of digital tools and resources, their pedagogical use as well as the knowledge and understanding of issues related to the digital ecosystem and training students in environmental education and sustainable development from primary school. It also adopted provisions relating to the obligation to display the currency of the Republic in classrooms, religious neutrality at school and the possibility to deduct from family allowances paid to parents of pupils in the event of failure to attend school attendance. -------------------------------------------------Catherine Morin-Desailly (Union Centriste - Seine-Maritime), president, recalled that "this law took note of the investments made by the municipalities for many years to ensure the reception of young children in their territories." She added that "the Senate has fully played its role in making itself the mouthpiece of the territories and taking a respectful view of the realities on the ground. She stressed that it had also "helped to strengthen the training of students and teachers on the issues of the 21st century." In view of the meeting of the Joint Committee, scheduled for mid-June, it "called on the Government and the National Assembly to recognize the merits of the positions defended by the Senate by retaining the provisions thus adopted in the enacted text. " Result of the solemn public ballot on the bill: 213 votes in favor, 38 abstentions, 95 votes against.
